Probably moved the same way as Roman scorpion. Either with a cart (not included) or copious swearing. From my games in Warmaster I would guess the latter. I could move infantry 4 times in a turn but it seemed like the artillery never moved.
Castors under the feet just like furniture!.
I assume high elves move everything with magic, even if it has wheels
